The following positions will include you as a member of the Senior Management board and will provide leadership and foster a culture of excellence in Albi Maak programmes in accordance with organizational policies and the Strategic Plan. You will participate in decision-making on planned issues including geographical priorities, programme quality, programme development, partnership strategy and other organizational priorities. You will work closely with the director, grant manager and administration officer. To ensure effective implementation of all Albi Maak policies and strategies and delivery of high-quality programmes.
Your purpose: is to provide day-to-day support to the implementation of the programme by ensuring that the systems (logistics, administration, HR, and finance) are functioning according to the needs of the programme and in line with Albi Maak policies, procedures, and standards. The Base Manager will be responsible for overall management organisation.
Examples of your tasks will include;
Recruitment and building a team of programme staff
Structured capacity building and coaching of programme staff to address operational challenges; = tailored to specific staffing needs
Leading all programme implementation
Ensure appropriate mediation with senior management board to ensure systems and finance are working for programme delivery.
Contributing to the strategic plan and establishing additional operations.
Preparation of programme budgets collaboratively with programme and finance staff. Track programme expenditure through monthly management and quarterly financial accounts prepared by the finance department.
Ensure submission of draft reports from all programs to support grants management unit to prepare high quality donor reports.
Assist programme managers and teams to follow donors’ financial rules while budgeting, spending, and reporting, facilitate with programme staff review, and follow up of any issues/variances arising.
Closely monitor all financial activities, and keep the senior board advised of all situations which have the potential for a negative impact on internal controls or financial management performance.
In collaboration with all relevant staff, ensure the protection of all programme assets (cash, inventory, etc.) through the enforcement of internal controls and procedures, including regular updating of fixed asset inventories.
Maintain up-to date knowledge of and implement local government requirements and regulations related to financial matters including statutory deductions from national staff salaries such as income tax, social security, etc.
Assist the senior board in the process of obtaining explanations of variances between budget and actual spending, income and pass the necessary adjustments to ensure correct reporting.
Establish and further develop partnerships with UN agencies, international organisations, governments, foundations, international NGOs and private sector organisations to diversify Albi Maak project opportunities in Lebanon.
Follow up of partnership opportunities. Representation, inter-agency collaboration and partnership development
Develop a comprehensive partnership and programme development plan in line with Albi Maak Strategic Plan. This includes country context, analysis of the regional and national development and humanitarian landscape, identification of main partners, strategic positioning of critical needs in the potential operational niches identified. Ensure that the plan reflects in-house capacity, typology of projects and the internal tools and knowledge resources.
Coordinate and collaborate with relevant Partnership’s personnel at local, cooperation and senior level, to ensure aligned and coherent interactions with partners.
Research events, publications, and announcements, to track and screen opportunities for possible Albi Maak participation and identify trends that will drive partnership opportunities.
Provide advice and feedback on the development of framework partnership agreements that can increase opportunities at the regional level.
Drafts agreements and/or contractual documents required for the signature and implementation of new projects.
You will be responsible for effective implementation of all Albi Maak sector programmes including education, health, social work, and in some cases emergency response.
Provide technical guidance on on-the-job training in the relevant field to ensure work standards are achieved, both in terms of quantity/quality of input/output processed.
Be responsible for knowledge sharing and lessons learned as well as best practices documentation of large and complex programme financial management in an implementation framework.
Provide guidance and support on developing and implementing training packages for sub-recipients and work closely with the program teams and Capacity Building Officers to identify weaknesses that need improvement at the sub-recipient.
Ensure partnership strategy are implemented effectively in all programmes
Ensure partners grants contracts are managed properly and partner deliver projects timely ensuring quality
Ensure partners capacity assessment and capacity building plans are implemented properly.
Contribute to organisational decision making as part of Senior Management team
Support in change management
Undertake other related duties as may be assigned from the Director.
